What this site stores itself
One value, and only if you press the theme button. It is stored in local storage, which is a different mechanism from cookies and is never sent to any server.

The search page downloads one extra file, the search index, so that searching happens on your device rather than on a server. Your browser caches that file like any other file on any website. It contains this site's own article titles and descriptions, and nothing about you.

How to control them
Where consent is required, you are asked before non essential cookies are set, and the same control lets you change your answer at any time. Beyond that, you are not dependent on any site's promises: your browser can block third party cookies entirely, clear everything for one site, or run in a mode that discards storage when you close the window. Most browsers now block cross site cookies by default.
Nothing on this site breaks if you block everything except the page itself. In the strictest setting you lose exactly one feature: your theme choice will not be remembered between visits.
What a banner is actually asking
A consent banner exists when a site loads something that can identify you across visits or across websites, which in practice means advertising or analytics. The banner is the legal consequence of that choice rather than a legal requirement on its own, and the wording is often designed to make one answer easier than the other.
